Who he? you ask. Well, he's a Yank, hence the silly name. He is also the chairman of the House financial services committee. He is bringing in legislation to legalise internet gambling in the US and has cross-party support though the Vegas operators see it as a threat.
Barney (or is it Frank) who is a dead ringer of Geoffrey Howe at the 'savaged by a dead sheep' stage, has lost some local cred by asking, as chairman of the financial services committee, why 'subordinated debt' is called 'subordinated'. Lets hope he's not in charge of federal gambling strategies.
